Luxembourg becomes second country worldwide to enshrine abortion rights in constitution
On 3 March 2026, Luxembourg voted to enshrine the freedom to have an abortion in the country’s constitution, following France who did so in 2024.
But what does it mean in practice?
In both Luxembourg and France, abortion is strictly limited to 14 weeks. Abortion may be recognised as a constitutional right, but it’s not accessible. After that, you’re on your own – or you can call the ASN helpline.
Every year almost 1,000 women and pregnant people travel from France for an abortion in another European country.
“I live in France and I am currently 17 weeks pregnant. I would like to have an abortion as soon as possible, but I cannot afford the costs.
“I am a single mother with no family support and am currently unemployed. My financial situation is really limited.”
There is no justification for forcing someone to stay pregnant, but that is what these limits do. ASN is the safety net for people who are denied an abortion by their governments.
